Legally, does my brother have rights to commit his wife for some mental care…?

I Believe he can but only if he can show them that she is a danger to herself and other people around her ..i knew someone who was over 18 and got put into a mental hospital because they were a danger to themselves ..and later i heard the mother was only aloud to commit the person because ''danger to themselves and others'' rule
