You're probably putting too many on the sheet, so they're too close together. Maybe use two smaller sheets side-by-side to cook the same amount. Also bring the rack up one notch higher than center. For the very best baking tots, rolls, or cookies, put a piece of parchment paper (buy in the same aisle as aluminim foil) on the cookie sheet first.
